아동 안전 표준 (Child Safety Standards)

호두(이하 "서비스")는 유기견 구조·입양 커뮤니티로서, 아동 성적 학대 및 착취(Child Sexual Abuse and Exploitation, CSAE)를 어떤 형태로도 용납하지 않습니다. 이 문서는 서비스가 아동 안전을 위해 지키는 기준과 절차를 공개합니다. 제1조 (목적 및 적용 범위) ① 이 표준은 아동 성적 학대·착취로부터 이용자와 아동을 보호하고, 위반 사항을 신고·처리하는 기준을 정하는 것을 목적으로 합니다. ② 이 표준은 호두 앱(iOS·Android)과 웹(gethodu.com)의 게시글, 댓글, 1:1 채팅, 유기견 등록 정보, 프로필 등 서비스 전체에 적용됩니다. ③ 서비스는 만 14세 이상만 가입할 수 있습니다. 제2조 (금지 행위) 서비스에서 다음 행위는 엄격히 금지됩니다. 1. 아동 성착취물(CSAM)을 포함한 아동 성적 학대·착취 콘텐츠의 제작, 게시, 공유, 요청, 보관 및 유통 2. 미성년자를 성적으로 묘사하거나 성적 대상으로 삼는 텍스트·이미지·영상 일체 3. 미성년자를 대상으로 한 그루밍(성적 목적의 신뢰 형성·접근), 성적 대화, 성적 사진·영상 요구 4. 미성년자에게 성적 접촉을 유도하거나 만남을 제안하는 행위 5. 위 행위를 홍보·중개하거나 관련 자료로 연결하는 행위 이 금지 사항은 실제 아동뿐 아니라 아동으로 보이도록 표현된 콘텐츠에도 적용됩니다. 제3조 (신고 방법) ① 앱 내 신고: 게시글·댓글·사용자 프로필·유기견 카드의 [신고] 버튼을 눌러 사유(스팸/광고, 욕설/혐오 표현, 부적절한 콘텐츠, 사기/사칭, 기타)를 선택하고 상세 내용을 적어 제출할 수 있습니다. 아동 안전 관련 신고는 "부적절한 콘텐츠" 또는 "기타"를 선택하고 상세 내용에 그 사실을 적어 주세요. ② 차단·숨김: 사용자 프로필·채팅 메뉴에서 해당 사용자를 차단하고, 게시글·유기견 메뉴에서 해당 게시물을 숨길 수 있습니다. 차단·숨김 목록은 설정 > 숨기기·차단 관리에서 확인하고 해제할 수 있습니다. 차단하면 그 사용자와의 채팅·상호작용이 제한됩니다. ③ 이메일 신고: hodupgm@gmail.com 으로 신고할 수 있습니다. 가능한 경우 대상 게시글·사용자 정보와 캡처를 함께 보내 주세요. ④ 접수된 아동 안전 관련 신고는 접수 후 1영업일 이내에 1차 검토합니다. 제4조 (조치) ① 서비스는 아동 안전 관련 신고 또는 운영 중 인지한 사항에 대해 검토 후 다음 조치를 취합니다. 1. 해당 콘텐츠의 즉시 삭제 또는 비공개 처리 2. 관련 계정의 이용 정지(로그인 차단, 기존 세션도 곧 만료) ② 아동 성착취물(CSAM)이 확인된 경우, 서비스는 관련 법령에 따라 해당 자료를 삭제하고 수사·조사에 필요한 범위에서 증거를 보존하며, 경찰청(사이버수사) 및 방송통신심의위원회 등 국내 관계기관에 신고합니다. 해외 이용자·서버 관할과 관련된 경우 미국 국립실종학대아동방지센터(NCMEC) 등 해당 지역 기관에 신고합니다. ③ 서비스는 수사기관 및 관계기관의 적법한 요청에 협조합니다. 제5조 (법령 준수) 서비스는 「아동·청소년의 성보호에 관한 법률」, 「정보통신망 이용촉진 및 정보보호 등에 관한 법률」, 「전기통신사업법」 등 대한민국 아동 안전 관련 법령과, 서비스가 제공되는 지역에서 적용되는 아동 안전 법률(미국 연방법상 CSAM 신고 의무 등)을 준수합니다. 제6조 (아동 안전 담당자) 아동 안전 표준의 운영 및 관계기관 대응은 아래 담당자가 맡습니다. - 담당자: 박규웅 (운영 책임자) - 이메일: hodupgm@gmail.com - 전화: 070-4571-5249 제7조 (시행일 및 개정) ① 이 표준은 2026년 9월 12일부터 시행합니다. ② 이 표준은 법령 변경, 플랫폼 정책 변경 또는 서비스 운영상 필요에 따라 개정될 수 있으며, 개정 시 이 페이지에 개정 내용과 시행일을 게시합니다. 개정 이력 - 2026-09-12: 최초 제정 ──────────────────────── Child Safety Standards (English Summary) Hodu is a Korean community service for rescuing and adopting abandoned dogs (posts, comments, 1:1 chat, dog listings). Users must be 14 years of age or older. 1. Scope. These standards apply to the entire Hodu service on iOS, Android and web (gethodu.com). 2. Prohibited conduct. We prohibit all forms of child sexual abuse and exploitation (CSAE), including child sexual abuse material (CSAM), sexualized depictions of minors, grooming, sexual conversation with minors, solicitation or sharing of sexual imagery of minors, and any attempt to approach minors for sexual purposes. 3. Reporting. Users can report a post, comment, user profile or dog listing in-app via the [Report] button (reason categories: spam/ads, abusive language, inappropriate content, fraud/impersonation, other — please describe child-safety concerns in the detail field). Users can also block a user from their profile or chat menu, hide a post or dog listing from its menu (managed under Settings > Hide/Block), or email hodupgm@gmail.com. Child-safety reports receive an initial review within 1 business day. 4. Enforcement. Confirmed violations result in immediate removal of the content and suspension of the account (login blocked; existing sessions expire shortly after). Confirmed CSAM is removed, evidence is preserved as required by law, and the matter is reported to the Korean National Police Agency (Cyber Investigation), the Korea Communications Standards Commission, and, where applicable, NCMEC or other relevant authorities. We cooperate with lawful requests from law enforcement. 5. Legal compliance. We comply with the Act on the Protection of Children and Youth against Sex Offenses, the Act on Promotion of Information and Communications Network Utilization and Information Protection, and other applicable child-safety laws in the regions where the service is offered, including U.S. federal CSAM reporting obligations. 6.
